The Bulgarian authorities do not require most nationals of the USA and the EU to have visas to enter the country, although you must have a valid passport. CIS nationals holding a valid passport, and with a voucher for pre-paid tourist services (or a guarantee to spend at least US$40 per day of their stay) can stay up to a month in Bulgaria without a visa. Everybody else needs to have a visa, which can be obtained at any of the Bulgarian diplomatic missions abroad- and they usually cost a pretty package. Check with the nearest Bulgarian embassy or consulate to find out whether you need a visa or not.
